More EAMS

EAMS  is a web-based disaster mitigation tool that automates the processes associated with the collection and disbursement of disaster resources.  EAMS focuses on managing all significant and critical disaster related resource information (e.g. generators, pumps, rubber gloves, sandbags, food, emergency services personnel). The system shows who has it, how it can be made available, and how quickly it can be delivered. It contains a complete resource description (easily updated), its location and specific delivery information, plus cost (if appropriate).

EAMS is designed to enhance inter-agency coordination, cooperation, communication and knowledge – it even allows public input regarding volunteers and donations.

EAMS and the NIMS (National Incident Management System)

EAMS is an essential part of the NIMS program because it answers a key element in the program. To quote the NIMS setup documentation: “NIMS includes a core set of concepts and principles common to all levels. These concepts and principles should guide the elements of all-hazards incident management, including the incident command system; multi-agency coordination systems; unified command; training; identification and management of resources (including systems for classifying types of resources) . . . “.

NIMS will be integral in the HSD UASI grants process, and to this end EAMS has been developed to meet this goal. EAMS will ensure that you meet this compliance issue simply and easily.

EAMS Helping Emergency Managers

EAMS allows a single source, easy-to-implement solution for the rapid collection of significant and critical disaster asset information. It reduces vulnerability and precludes huge infrastructure expense. It allows faster resource acquisition and deployment – before, during and after a disaster or bio-terrorism event.

EAMS has a patented process for maintaining hierarchical control for the collection and disbursement of resources at every level – intra-agency, inter-agency at local, state or federal. The system collects, stores and mobilizes government and public resources at all times – not just during a disaster – allows “virtual” table tops and other drills.

EAMS lets professionals concentrate on alleviating the disaster, not searching for necessary resources during a disaster. The system supports Bio-terrorism, Homeland Security and Citizen Corps initiatives.

EAMS is a rapid roll-out solution – no huge infrastructure and cost. Rapid deployment will build public confidence in government performance.

Why EAMS Was Created?

The issue for disaster mitigation is not the initial response. EAMS addresses the missing element required to support the efforts of those trained disaster recovery professionals.  Mitigating the disaster is not just about dispatch to the event, but the resources needed to control, suppress, and recover from the effects of the disaster itself.

Examples:

How you benefit from | EAMSEvacuation from floods on the Mississippi River was a minor issue compared to repairing the levees, pumping out facilities, and providing shelter.

How you benefit from | EAMSDealing with the life-saving issues at the World Trade center were dwarfed by cleanup and infrastructure repair requirements.

How you benefit from | EAMSContainment during a Bioterrorism event is significant, but compared to an inventory of hazmat suits, vaccines, professional personnel locations and available treatment and trauma centers it becomes a small part of the problem.
